TRAINING PROGRAMME

Advancing AI & LLM Integration for Cities and Public-Sector Mobility Teams

Empty space, drag to resize
A practical AI programme for city mobility teams, using LLMs to draft documents, analyse citizen feedback, and navigate EU compliance, with no coding required.
COURSE OVERVIEW

Turning everyday city mobility work into confident, well-judged use of AI.

Master's or PhD students in transport planning, data science, engineering, or urban studies already use LLM tools daily but have never applied them systematically to professional mobility data tasks. They have programming experience in at least one language and foundational knowledge of statistics, but may lack hands-on data analysis experience with Python libraries such as pandas.

The course bridges a specific gap: students who can program but have never used data analysis libraries in practice. Through LLM-assisted workflows, students learn to turn raw mobility data into insights by leveraging LLMs to generate, explain, and debug the data analysis code they have not yet learned to write on their own.

Training Format

Hybrid: online and in-person workshops.

Hours

4-6h

Language

All training will be in English, with Portuguese and Spanish translations available.

Certificate

A certificate from EIT Urban Mobility. is awarded upon completion of the online course(s).

Who is this course for?

Who is AIM4Mobility addressed to?

The course is aimed at city staff working in urban mobility functions such as planners, digital/innovation officers, and communication teams.

Required skills:
  • Basic computer literacy: ability to use a web browser, work with text documents, and navigate spreadsheets.
  • Working familiarity with at least one type of municipal mobility document (e.g., SUMPs, compliance reports, citizen complaint records
Not required:
  • Programming, data science, or statistics
  • Formal AI/ML knowledge. The course assumes zero structured AI knowledge; learners may have used ChatGPT casually but have no framework for systematic LLM application

Tool requirements: Free-tier, browser-based LLM tools (ChatGPT free, Gemini, Copilot). No paid subscriptions, API access, or locally installed software required.

Course's objectives

What will the participants get from the course

Through a structured learning journey, mobiLLITY aims to:

Understand

how LLMs work and identify their key limitations in contexts relevant to public-sector mobility professionals.

Draft

policy briefs, public notices, and multilingual communications for different stakeholder audiences.

Use LLMs

to support document production: summarising, comparing, and drafting sections of policy documents and plans.

Evaluate

LLM outputs critically: identifying errors, hallucinations, and reliability limits in a public-sector context.

Apply LLMs

to citizen engagement analysis and regulatory compliance tasks like classifying feedback and extracting obligations from EU directives.

Design

an AI-assisted workflow for a real municipal mobility challenge.

MOBILLITY METHODOLOGY

A two-part journey: learn online, then apply it in person.

Course structure and modules

The course is organised into six modules, following a shared linear path — all sub-profiles take the same modules in the same order, progressing from foundational understanding through applied tasks to critical evaluation and workflow integration.

Total duration: ~5-6 hours | Lectures: 24 | Micro-lecture duration: ~5 minutes

MODULE 1 – LLM Foundations for City Professionals

This module covers how LLMs work and their limitations, alongside data protection awareness and trust calibration for public-sector contexts.

Key Themes: GDPR primer, redaction techniques, and building an appropriate level of trust in LLM outputs when working with citizen and municipal data.

Outcome: A working understanding of what LLMs can and cannot be trusted to do in a public-sector mobility context.

MODULE 2 – Document Development Support

This module applies LLMs to the document-heavy reality of city mobility work.

Key Themes: Summarising reports and plans, extracting policy commitments, and drafting document sections. Exercises use real mobility planning documents, with a cross-departmental briefing task for realistic coordination practice.

Outcome:
Confidence in using LLMs to accelerate document production without losing accuracy or nuance.

MODULE 3 – Citizen Engagement & Regulatory Compliance

Focus: From feedback to obligations

This module tackles two of the highest-impact, lowest-current-adoption task families identified in the cities survey.

Key Themes: Classifying citizen feedback (using the Barcelona IRIS dataset), detecting sentiment patterns, extracting obligations from EU regulations (CVD, AFIR), and mapping requirements to municipal responsibilities.

Outcome: Ability to turn citizen feedback and regulatory text into structured, actionable information.

MODULE 4 – Policy Drafting & Communication

Focus: Writing for different audiences

This module builds on document and compliance skills to produce audience-ready outputs.

Key Themes: Drafting policy briefs, public notices, and multilingual communications, with emphasis on adapting outputs for different stakeholder audiences and maintaining appropriate register.

Outcome: Ability to produce clear, appropriately pitched communications for a range of municipal stakeholders.

MODULE 5 – Verification & Professional Judgment

Focus: Trust but Verify

This module develops the critical evaluation skills needed for public-sector decision-making.

Key Themes: Error detection, hallucination identification, cross-referencing workflows, and systematic evaluation practices.

Outcome: A repeatable approach to verifying LLM outputs before they inform decisions.

MODULE 6 – Capstone (optional Gold Distinction)

Focus: Synthesis and integration

The Capstone is where theory meets a real municipal project, designed for those seeking a Gold Distinction.

Key Themes: Designing an AI-assisted workflow for a real municipal mobility challenge, integrating skills from all five core modules.

Outcome: A tangible, self-directed project demonstrating the complete workflow, from task definition through LLM-assisted execution to critical evaluation.

WORKSHOPS

Apply what you've learned online, in person.
